The Ruhr region is characterized by its unique urban character. The most striking features of the region are its polycentricity and polyperiphery and in contrast to major international metropolitan areas, its low population density. The goal of "NEXT RUHR" to leverage these distinctive characteristics as a foundation for envisioning and planning the region's future. Instead of a grand plan for the region, a form of process management is suggested in the shape of a regional director's handbook. This approach enables possibilities in managing change while creating scope for development.
